As explained in an earlier brief, people in this group would clearly benefit from getting ACA coverage rather than continuing to go without coverage; ▶ 4.9 million uninsured people could buy ACA coverage for a reduced premium, partially covered by a subsidy. Although subsidies for this group do not cover the full premium, they may significantly lower the premium and/or out-of-pocket liability; ▶ 6 million uninsured people are eligible to buy Marketplace plans but are ineligible for financial assistance. Among the uninsured who’d heard of ACA health plans, nearly 50% didn’t consider a plan; 7 in 10 said they didn’t explore ACA options due to the perceived cost. |
